BBW, you are right. The problem is there are no state laws which help out local governments at all. Also, there are no state laws in the future that will handle these problems. This State has been passing the buck since Romer has been in office. So, now, these local politicians are convinced they must agressively annex land to obtain control over it. This is an easy bartering tool for the land owner that wants to sell.
The northern area has grown so fast that the people should create something like the UN for these local cities to openly discuss how they will cooperate with each other, because the State will not do it and does not care!
As I said before, no commercial, no people and by down zoning like this then everyone's land values are effected the same, which means takings, property values, etc are all affected the same.
