As a followup, Jefferson County Traffic has adjusted the Signal Light at Alamo and Kipling.  they changed it for Sunday mornings to operate as it does on School day mornings.  It cycles at 90 seconds, which means it will activate faster and "Runs Open" which means it will stay green for all cars in the queue to go through the light.
