All Westwood Hills neighborhood residents are
invited and encouraged to attend the association
meeting at the home of Loren & Heidi Wheeler
located at 8706 Westmoreland Lane, Wednesday,
September 8th, at 7P.M.. Everyone who would like to
attend is welcome. We would love to see all of our
neighbors getting involved and adding different opinions
on upcoming events. We have many ways to get involved,
most do not require a lot of time commitments.
As a newcomer to the Westwood hills area I have found
that being involved in the neighborhood association is a
great way to meet my neighbors and hear the rich history
of our little neighborhood. This meeting is an informal
affair and open to all to participate or just observe this
WHNA function. We hope that we have people from all the
areas of our neighborhood. RSVP Heidi at 952-544-6848.
Hope to see you there!

Q: WHEN IS A NATURE CENTER NOT A NATURE CENTER?
A: BEFORE IT IS PRESERVED.
?—?—?—?—?— ?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?—?— I n the beginning, there was the Westwood Hills Golf Course. In the early 60s it was
decided that a better use for the land would be upper middle class residential dwellings.
And so it started with the primary builders being Alexander Company and McNulty
Construction. The plans for development included an extension of Franklin Avenue and the
creation of new street to be called Westmoreland Lane. Just to the west of what is now the
intersection of Franklin Avenue and Westwood Hills Drive, there was to be a cul-de-sac.
Homes would be built on both sides (north and south) of Franklin Avenue and
Westmoreland Lane, resulting in four separate rows of homes to begin with. Suddenly and
almost without advance notice, McNulty Construction which owned the land west of
Westwood Hills Drive, and North of Franklin and Westmoreland Lane (150 acres,
approximately) was donated to the City of St. Louis Park to be preserved as a nature center.
A citizens committee had to be appointed and the writer became chairperson (or as it was
called in those days, Chairman) of the committee.
A great deal of study was conducted, first to dispel the notion that you do not "create" a
nature center; you "preserve" it. One anomaly that occurred was that the plan to extend
Franklin Avenue which would have been to the north of Westmoreland Lane was
abandoned. That is why now it appears that Franklin Avenue changes name in mid stream.
As the study progressed, it became apparent how unique this area was with wildlife, the vast
variety of trees and shrubs, a 90 acre lake, and wet lands all in the middle of a city! The
issue of greatest controversy related to perimeter fencing of the preserve. A chain link fence
is not beautiful but the studies showed that without fencing, the
area would be ruined by beer parties, random picnicking, trash
disposal, etc. Limited access was absolutely essential. Over the
years the fence is now accepted as a "given." Those of us who live
in the Westw ood Hills area are indeed fortunate to have the nature
center in our midst. When was the last time you walked through
the Westwood Hills Nature Center?

Neighborhood Association and is published monthly as a service by WHNA. It is
provided free of charge to neighborhood residents. All copy is written by
members of the staff except where otherwise credited. To contact the Editor/Staff
use the address below or e-mail editor@westwoodwire.com. Printing of the

St. Louis Park schools are now in session. Please remember?….
?· There are two high school bus stops in the area. One is on
Westmoreland and the other is on the corner of Franklin and
Westwood Hills Dr. These kids walk the longest distance
and in the winter it is still dark when they board the bus.
PLEASE BE CAREFUL DRIVING!
?· Many of our junior high kids walk to the St. Louis Park Junior High School. Please
watch for them as they cross Texas Avenue and PLEASE DRIVE CAREFULLY
THROUGH WESTWOOD HILLS.
?· Many elementary school buses pass through Westwood Hills everyday. In addition to
Aquila, Cedar Manor and Park Spanish Immersion, there are several private school
busses. Please come to a complete stop BEHIND all stop signs. Chances are if there
is a corner with a stop sign, it is a bus stop. Please obey all speed limit signs, watch
for children and PLEASE BE CAREFUL DRIVING!

Good Neighbors,
At the end of National Night Out, as celebrants drift back to their homes, many
may be thinking how lucky they are to live where they do, surrounded by such
good people. As relatively new residents of St. Louis Park, my husband and I are
already quite certain of that.
Getting everything sorted and settled in a new home makes it challenging to get
out and meet new neighbors. Moving into a home that proceeds to gift you with a
series of disasters can make it nearly impossible. And although that was exactly
our situation, we had some hints early on that things would turn out okay.
After just two weeks in our new home, the basement flooded. And six weeks after
that, we finally had landscapers out to fix the grading along the foundation. That
same day we left for an out-of-town wedding, not knowing that the landscapers
had severed a gas line and it was slowly seeping into the yard.
We'd like to say thank you to the passer-by who smelled gas around our lawn
and notified the police. And thank you to the police and fire department, who
responded promptly, shut off the main gas line, and walked through our house to
make sure everything was ok. Gas had been seeping into the yard for 48 hours,
but because of an anonymous friend, our home was kept safe.
I'd like to say thank you to the Fire and Rescue squads that responded when my
husband's appendix burst, another month later. By that time, we were sure that
neighbors were wondering what sort of people would require so many visits from
the fire station!
And more recently, thanks again to the local police who responded when we
were concerned about an odd, incessant beeping in the neighborhood. And a
red-faced thank you to the neighbors who probably watched and said nothing, as
my husband and I walked all around the streets and eventually discovered the
source of the sound - perched in a tree, on a nest.
It's good to have good neighbors, and we hope to meet more of you soon. And if
the only emergency I have to solve for the rest of the summer involves saving m y
flower gardens from wandering deer, then I will be quite content.

Greetings! I am pleased to have the opportunity to share some thoughts with you as your
State Representative. As my first column in this newsletter, I thought that I?’d give you a
little introductory information on me, and in the future I?’ll address more substantive issues.
My wife, Julia Shmidov Latz, and our two children, Nate, 5, and Miya, 3, live in Westwood
Hills on Utah Avenue. We have been here since 1999. I grew up in Golden Valley, and Julia
grew up in Russia until her family immigrated in 1980 when she was 10. We are both
attorneys in private practice. Julia does exclusively criminal/traffic defense. I do criminal/
traffic defense and prosecution, and employment discrimination for employees.
I was elected to the House in 2002, after serving 9 years on the St. Louis Park City Council,
the last 4 years as Mayor ProTem. I am a Democrat. On the City Council, we did things
like redevelop Excelsior Boulevard (creating Excelsior & Grand), Wolfe Park, the Rec
Center swimming pool and ice rink, retrofitting the community with sidewalks and trails,
and renovating Louisiana Court. I have served on the SLP Community Education Advisory
Council, the American Cancer Society Hennepin County board and as State Advocacy
Chair, the Anti-Defamation League National Commission and Civil Rights and Education
Committees, and Temple Israel?’s Board of Trustees.
In the House, I am on the Education Policy, Higher Education Finance, and Civil Law
Committees. We address issues like graduation standards, early childhood education
policies, funding for the University of Minnesota and the State Colleges and Universities,
and a variety of legal issues.
I welcome hearing from constituents and would like to hear your views on any state issues.
Feel free to contact me at home at 952-545-9065. Or, I?’ll see you as we?’re walking or
biking our kids around the neighborhood!
