I'm concerned with the lack of maintenance to some of the properties in our heighborhood. The problem seems to be mostly with unoccupied homes. The owners have either relocated prior to selling the property, or the property is being foreclosed. In either case, it's extremely difficult for the HOA to recoup the cost of hiring someone to maintain the property. On the other hand, if we just let it go, it has a negative effect on our property values, as well as causing potential health hazards. Should this problem be addressed with a new covenant requiring some sort of security deposit? Does anybody have any other suggestions?
