INTRODUCTION
The following Guidelines were created by the Architectural Controls Committee (ACC) on behalf of the Willow Point Homeowners Association. They are intended to amplify the Architectural Controls and Protective Covenants originally put into place by the subdivision’s developer in the early 1970s, and supported by the Association and residents since then to ensure a unique appearance and high quality of livability for the community. These Guidelines, while applicable to all lots and homes in the subdivision, are not absolute or all inclusive; they may be changed by a majority vote of the WPHA Board and the ACC if deemed necessary for the good of Willow Point. They have been modified over the years to accommodate changes in styles and materials. They reflect this community’s desire for Willow Point to be a safe and attractive place to live with the highest possible standards and property values.
GUIDELINES
1. EXTERIOR COLORS AND MATERIALS
All home colors should blend with the natural surroundings and adjacent homes. Basic colors should be soft or neutral tones with trim or accent colors to complement them. Samples of preferred color combinations are available from the ACC.
Exterior siding finishes should be wood, quality wood-like materials, stucco, brick or stone. The use of any other materials should be approved by the ACC for suitability in the location. Roofs should be dark colored with flashing, vents, etc. painted to match. Screening for windows and porches should be dark.
2. NOT VISIBLE FROM STREET
The following should not be visible from the street: clotheslines, window or wall air conditioning units, recreational vehicles, commercial vehicles, trailers, boats, garbage or trash containers (except when at the curb for pickup), and playground equipment (with the exception of basketball goals which may be installed on the garage or driveway). Shrubbery, planters, or fencing can disguise storage places for these things beside or behind houses.
3. MAILBOXES
All mailbox units should be well maintained and conform to the signature look of Willow Point. They should have a wooden post and crossbeam (left natural colored or stained to match the house), a black mailbox (“T2 Rural” size preferred by postal service), and a plaque suspended from the crossbeam by large chain links displaying the house numbers in a contrasting or reflective color. House numbers should not be affixed to the post or mailbox and they should be unobstructed by shrubbery.
4. FENCES, WALLS, LANDSCAPING
Any fencing visible from the street or by neighbors should be made of wood or wood-like materials and be no higher than 6 feet. Retaining walls should blend with the natural surroundings. No fence, wall or landscaping material should block visibility of intersections, traffic signs, street signs or street lighting.
5. TREE REMOVAL
The character of Willow Point is defined and enhanced by its trees. No healthy, mature trees should be removed if so doing would substantially change the appearance of the property’s landscape. Consult with the ACC before removing any mature trees.
6. SIGNS
No temporary signs are allowed on entrance islands. No signs should be attached to trees, street signposts, or traffic signposts.
On residential lots, one standard real estate sign is permitted. Temporary directional real estate signs may be displayed only when an actual open house is in progress. Political signs approximately the same size as standard real estate signs may be displayed for up to 30 days before a primary or general election.
7. ANTENNAE
No outside antenna should be visible from the street if at all possible. Any antenna that for technical reasons must be located where it is visible from the street should be placed in an inconspicuous place and disguised with landscaping if possible.
8. POOLS
Pools standing above ground level are not acceptable. Pool plans should be submitted to the ACC for review before construction.
9. LAKES
No dock or structure may be erected or placed on or next to a Willow Point lake without approval of the ACC.
10. PARKING
Parking of vehicles on a lawn, pinestraw or other landscaped area is not allowed. No vehicle that is not operational or not licensed should be visible from the street. For safety, and especially overnight, vehicles should be parked in the garage or driveway rather than on the street.
11. MAINTENANCE
Each owner/resident is responsible for maintaining all buildings and grounds in a neat and attractive condition so that their appearance does not detract from the beauty and property values of Willow Point.
12. ADDITIONS AND CHANGES
Detailed plans and specifications for any structural addition or change to a home should be submitted to the Architectural Controls Committee (hereafter referred to as ACC) in advance for review of their compatibility and harmony with the surroundings. Plans for any significant addition or change to the lot itself (for example, a fence, wall, major landscaping, pool, recreational equipment, etc.) should also be submitted in advance.
13. USE OF LOTS
Lots should be used only for single residence purposes. No activities should occur on the property that would be offensive or annoying to other residents of the neighborhood.
14. GOVERNMENTAL LAWS AND ORDINANCES
All state and county laws and ordinances are supported and upheld by the WPHA Board and the ACC and are incorporated into these Guidelines by reference. These include, but are not limited to, animal control, noise restriction, zoning, public behavior, safety matters, traffic/vehicle control, etc. All residents are encouraged to call appropriate authorities if or when violations occur.
