Rather than spend money for new lighting, which seems to me to be going overboard on spending, why don't you just suggest that people keep their patio lights on all night?
It seems to me that the complex is well lit in the driving areas. Patio lights would light up the inner areas well.
We have a lot of areas to repair. Let's spend the money on those things.
