''Economic Restructuring'' in Inner City areas is key to Smart Growth.

MILWAUKE, WISCONSIN
For the City of Milwaukee,it is imperative that the leaders(residential, commercial and light industrial) of Inner City neighborhoods provide ''NEIGHBORHOOD GOVERNANCE'' for Economic Restructuring.

That is:
1. They MUST BECOME well-informed about the disbursements and decision making in City, County and State Government revenue.

2. They, the stakeholders, must decide the comings and goings of their ASSETS - land, people and government subsidies.

3. They must hold ''elected officials'' and themselves accountable for the disbursement of assets, crime control and any other deficit and opportunities that are before them.

MILLIONS
Each year, HUD/Housing and Urban Development sends a check for at least $30,000,000 to the City of Milwaukee for to assist the moderate, low and no income people of the area.

The funds have become the ''pet coffers'' of elected officials for economic development in the downtown of Milwaukee.

They have the HEAVY fingerprints of ''favoritism''. If you follow the trail, you will find a great deal of the funds coming through the Department of City Development for ''GIANT SUCKING HOLE DEVELOPMENTS''.

The developments have ''NO REAL NET RETURN'' or ''SOCIAL RESPONSIBILITY TO THE NEIGHBORHOOD'' they are in.

The elected officials, representative of the Community Development Block Grant dollars in concert with the representatives of the Department of City Development go to great lengths to attract and give millions to ''big box'' developers.

They also link CDBG dollars to state dollars and provide Tax Incentive Districts/TID, environmental dollars, as well as create ways to sell/give city-owned land, ''dirt cheap''.

Micro businesses of the neighborhood who PAY TAXES, live, work, invest and grow families in the Inner City are mostly presented with barriers to access funds.

Financial institutions and big businesses are allowed to go unmonitored of pledges made.

Financial institutions and big businesses are also allowed to come to the low, moderate income ''coffers'' and withdraw huge sums(bonds and the like) with little to no scrutiny.

The big box retailers and banks, as a rule have corporate offices outside the neighborhood and often outside the state.

They come self-contained with their standard procurement vendors, suppliers and non-inclusive policies ''in place''.

This does nothing to improve the ''infrastructure'' and the ''sustainability'' of the long-term neglected areas of the inner city.

The Inner City Neighborhood though RICH in city-owned land, densely populated census tracts of working age individuals, diverse ethnic backgrounds, and federal spending capital; it is void of tools and avenues to turn the assets into ''wealth-building'' networks for self-improvement.

The biggest voids seen in the large ?“unemployment?” population are:
1. INVESTMENT OPPORTUNITIES for the neighborhood-focused businesses.

2. QUALITY OF LIFE ISSUES(gainful employment, affordable housing, education attainment, business investment and re-investment, safety and crime control).

Corporate, national and international organizations that come to Milwaukee and the Inner City Neighborhood MUST BE ''socially responsible and provide:
1. linkages in household-supporting employment(on-site day care or benefits that support same; varied shifts)

2. education attainment(OJT, technical and tuition reinbursement)

3. procurement opportunities for neighborhood micro businesses(partnerships)

4. investment plans that help to deter crime and recycle dollars (partnering w/neighborhood organizations and block groups); create a joint neighborhood ''credit union'')

The PARTNERSHIP IDEA starts ''downtown'' with those controlling the MONEY. We, the voters, must see that the message is thoroughly understood by all who want to hold office(elected, appointed, or hired).
