Pool Etiquette

I have lived in this neighborhood since 2004.  I have used the pool every year.  This is the first year that I've been concerned enough to say anything to anyone.  Has anyone else out there had the teenage girls make fun of and/or bully their kids?  My kids are in grade school and are being bullied by a gaggle of girls who like to hang out in the shallow end of the pool.  Most of the respectful and polite teens, who I've watched grow from kids into teens, are helpful and nice to my kids.  But there are a group of girls and another group of boys and girls that are rude, foul mouthed, and playing rough in the shallow end that are making my kids uncomfortable.  I'm not sure if this is due to the lack of parents on the property, or to the seemingly lack of adult supervision at the pool this summer.  Our pool supervisor is young and I think these teens aren't feeling like there's any "adults" to be respectful toward.  Has anyone else had this problem?
