Minutes for Meeting on April 14, 2005

Present: Charles Owen, Carol Kidd, Vicki Welch, Linda Duncan, Tim Hardy, Mark Osborn, Bob Davison, Martin Rothman, Donnie Faulkner

Absent: None

Guests: Mr. and Mrs. Chris Jesse

Mr. and Mrs. Jesse were there because they had received a note from a neighbor informing them that their playhouse (in the midst of construction) was in violation of neighborhood restrictions. They did present their plans for an 8'x12' structure that is to be shingled and wired for electricity.

As per the restrictions, which require Board approval for outside structures, a committee of directors (Carol, Vicki, and Bob) agreed to inspect the structure already begun and make a recommendation (approve / not approve) to Charles, who would then in writing inform the Jesses.

Minutes for March were read and approved, as was the Treasurer's Report which showed a bank balance of $85,507 as of March 24, 2005 (Bob/Mark)


Old Business:

Charles reports that Mr. Taylor's drainage project is still not completed - will clean up rock and repair fence when finished - still plans to build the bridge at the north inlet.

Donnie reports that the missing signs have been replaced.

Bob and Charles will be checking on the new fence (Old North Church Rd. to the ditch) this spring.

Community Meeting on March 28 - Five directors attended - spoke to MSD about "credits" for maintenance (that only applies to businesses), getting the back lake unclogged; spoke to highway man about our dangerous entrances; spoke to police about the slow response time and how to improve that and about our Block Watch efforts, the police giving us a form on which to report to them about criminal activity we observe.

All five spoke to Ron about sources of money we might access to pay for the rocking of out front lake. State Rep Perry Clark will be looking at the lake with Ron to see if we could qualify for state funds. Ron asked if Yorktown North could put in any money on this project, helping to share in the expense of this $100,000 project.

Linda moved, Tim seconded that we inform MSD that we have set aside $10,000 for a period of two years to go toward the $100,000 project of rocking 3/4 of our front detention basin. Approved.

Bob will call Perry Clark to check on possible state funding. Linda will take this pledge to Ron Weston and, with Ron's approval, mail a letter to MSD informing them of our pledge toward this project.


April 7 Block Watch Meeting - All noted that Block Watch signs have been posted throughout the neighborhood. More people signed up to walk their street sections - captains for the five sections were appointed and sent copies of team members on their streets. A log is being kept documenting the criminal activity that has been reported to police. (Donnie and Linda)

Donnie and Linda checked on the cost of having magnetic Block Watch signs made to help identify vehicles "watching" in the neighborhood. Carol moved, Mark seconded that we order 30 12"x12" magnetic Block Watch signs from J.C.Speagle's Best Stamp and Seal Co. at a cost of $7.50 each. Approved.

These signs will be signed out to Block Watch team members at the May 5 meeting.

Mark will check on getting corrugated plastic to make Block Watch Meeting signs to go at our entrances.


New Business:

Muskrats - Carol will call to seek better prices on trapping. Tim will check with conservation groups who might take on this trapping project. Donnie will call Jack West.

Entrances - Tim moved, Vicki seconded the motion that Bob contact an electrician to run a PVC in and cap it with concrete at both entrances for later use to operate our lights and sprinkler systems after highway work is done. Approved.

Landscaping - Bob moved, Tim seconded a motion that Linda compose a letter to Aaron Clark informing him to stop landscaping work on our entrances until all highway work is completed, and informing him that landscaping our entrances will be opened for bid in the fall (also snow removal at the entrances and Christmas lighting), and that we will welcome his bidding on these services at that time. Approved.

Mark and Donnie will be seeking bids from others as well.

Back lake - Bob and Martin met with MSD rep Richard Schmeltz (?) who took pictures of the erosion at the north and east outlets of the back lake. He will get back with them as to what can be done.

Newsletter - Linda and Carol will compile what should be presented in our June newsletter and bring that to the next meeting.
