Since its inception in 1994, the Lilly Lake Neighborhood Association (LLNA), West St. Paul’s First Neighborhood Association, has taken an active leadership role in the Neighborhood Development Program. Through various initiatives, Lilly Lake has formed partnerships with the City and other organizations to better the lives of the people residing in the neighborhood (900 single and multi-family households) as well as all residents of West St. Paul.

The Building Land Use and Roadways Committee (BLUR), a standing committee of the Lilly Lake Resident Council, has partnered with Dakota County on improvements to Thompson County Park. This resulted in a wheelchair access to the Park at Sperl and Butler. BLUR also monitors the status of vacant and problem properties and contacts proper agencies regarding enforcement of ordinances, points out the need for crosswalk markings, and works to improve neighborhood safety by upgrading street lighting and traffic signs.

Lilly Lake is also the birthplace of the West St. Paul Make A Difference Committee which focuses on proactive projects involving the whole City. Since 1996, the Committee has annually raised awareness and funds for victims of domestic violence in Dakota County. In 1997 the Committee collected supplies for communities devastated by floods.

Lilly Lake’s official newsletter Quick News, informs residents about events, Resident Council ideas/actions, and through the “Meet Lilly Lakers” column, neighbors are introduced to each other.
Lilly Lake is also fortunate to have two active faith communities, Oakdale Community Church and St. Michael’s Catholic Church. Both are very supportive by providing space for meetings and other activities that benefit the neighborhood. 

In the future, Lilly Lake will continue to take a leadership role in the Neighborhood Development Program with current and former Resident Council members serving as mentors to other West St. Paul Neighborhood Associations.
