BTCA CELEBRATES OVER $4 MILLION SECURED FOR FORT TOTTEN TRANSPORTATION NEEDS BY CONGRESSMAN GARY ACKERMAN
The BTCA is celebrating the announcement that over $4 Million in Federal Transportation funding has been secured and will be used to redesign and reconstruct the multifaceted interchange and intersection of the Cross Island Parkway, 212th Street and Bell Blvd. Once completed, this will dramatically improve the traffic flow in and around the entrance to Fort Totten. In addition, the capacity of the Little Bay Park parking lot outside the entrance to Fort Totten will be more than doubled.
Traffic Safety issues -
1) The BTCA has been attempting to have left turn green arrows added to existing traffic lights at two intersections - Corporal Kennedy St. and 26th Ave and Bell Blvd. and 212th St.
2) The adjacent entrances and exits of the Bayside Mews Condo and the Bay Terrace Shopping Center parking lot by the movie theatre on 26th Ave have created a very dangerous traffic flow condition.
3) We have requested NYPD to provide traffic enforcement for speeding on 212th St, Bell Blvd. and 26th Ave.
4) The BTCA will attempt to be a catalyst between PS 169, the PTA and the NYPD to maintain traffic safety around the school during pick-up and drop off times.
5) The BTCA is an active member in the current Department of City Planning Bay Terrace Transportation Study and is advocating for the above issues to be resolved.
FORT TOTTEN
The BTCA is actively involved as the community voice during the conveyance of the land at Fort Totten goes from the federal government to New York City and into a public park situated at our doorstep.
At the BTCA's request, Queens Borough President Helen Marshall recently held a Ft. Totten Community Meeting with NYC Parks and Fire Department officials along with the BTCA and other community leaders. Topics discussed were the status of the conveyance and recent developments at the Fort including the Parks Department plans for having a restaurant and catering facility near the entrance of Fort Totten.
The Parks Department announced that the plan for the restaurant/catering facility is currently on hold pending the results of the Department of City Planning Bay Terrace Transportation Study.
We will continue to meet with the Borough President on a regular basis throughout this developmental stage.
Below is a resolution adopted unanimously at the January 23, 2003 BTCA Board of Directors Meeting:
RESOLUTION OF THE BAY TERRACE COMMUNITY ALLIANCE (BTCA) REGARDING THE DEPARTMENT OF PARKS AND RECREATION'S (PARKS DEPT.) PROPOSAL FOR A RESTAURANT FACILITY IN FORT TOTTEN.
The BTCA notes that the portion of the Park’s Dept. proposal that includes a restaurant only in Fort Totten may be a desirable component of a comprehensive Park plan for Fort Totten. However, the comprehensive park plan must provide for the following:
1. There must be enough parking spaces within the Park to accommodate all restaurant patrons and other Park users.
2. There must be road improvements to accommodate the additional traffic in and out of Fort Totten to prevent overflow onto highways and streets.
3. The Parks Dept. plan must detail the capital investment necessary to develop and maintain the infrastructure with a timetable for completion. There must be an operating plan for both personnel costs and other operating costs necessary to accommodate the estimated 450,000 annual visitors to the Park. Among the items it should include:
a. Landscaping, pruning and plantings, sanitation, toilet facilities, shoreline clean up, and maintenance of all buildings, roads and recreational facilities;
b. Security for the safety of all visitors and to prevent access from dusk to dawn; and
c. An environmental survey and clean up of all contaminants found.
4. Prior to any decisions being made, the Department of City Planning’s Bay Terrace Transportation Study must be published and its proposals assessed, considered and implemented regarding the projected increase in traffic congestion entering and leaving Fort Totten due to the estimated 450,000 park visitors.
5. Given budgetary limitations, all rents and other revenues from any concession in the Park should be used to improve and maintain the Park.
6. There must be consistent and comprehensive dialogue with, and input from, residents in the communities adjoining the park. A standing committee from these communities must be established and sustained to address all aspects of the Parks Dept. plan and operation at Fort Totten.
