I think some people just do not care to slow down in a neighborhood.  Neither speed bumps nor stop signs will slow them down.  It has to be personal - like money out of their pocket from a ticket.  At least they can get a ticket from running a stop sign.  Is there any way to ticket them for going the speed limit over a speed bump?

You are so right!  Many people do not care about anyone else - that is called selfishness.  And you are right about the ticket,  but that would require 24/7 police presence or at least often enough to set a precedent.  Not gonna happen whether it is to enforce the stop sign, enfocement the speed limit, or enforce the laws again other forms of crime!   The speed hump would be there 24/7/365/366.

 

However, I am confused about why a person should get a ticket for driving the speed limit over a speed hump?  What law are they violating if they are going the speed limit over a speed hump or not over a speed hump?  Is it not legal and acceptable either way?  We just want to be safe on our street; is that too much to ask?
