Dennis welcomed the homeowners and guests. The annual meeting was delayed for our Guest Speaker. Mr. Guy Liebmann, our Oklahoma City Councilperson, was present and he provided updated information on the road construction on Santa Fe and Western. Maps of the current and proposed construction areas were presented at the meeting. Mr. Liebmann commented that the intersection of Memorial Road and Pennsylvania was in need of about $4 million in repairs. The businesses within 1 mile of the intersection generate $800 million in business. The Oklahoma City sales taxes are down 4% from a year ago and the Oklahoma County taxes are up 5%. There are not enough funds available to repair an intersection that provides access to these tax generating businesses. Mr. Liebmann also commented on the quality of the water in OKC. EPA has mandated that water contain less than 10 Parts per Million of arsenic. OKC contains none and other cities in the Metro area are scrambling to reduce their levels. Most cities like Edmond, El Reno, and others that use well water are currently not below the mandated level. The past Lake Hefner algae growth has been reduced due in part to a huge effort OKC has spent to treat the lake with Ozone. This significantly reduces the growth potential of the algae.
Treasurer?’s Report: The treasurer?’s written report showed a balance of $8,879.53 in the Members Savings/Checking Account. Accounts Receivable was valued at $290.00 for the 2003 and 2004 Membership Dues on the property at 15228 Claremont Blvd. The following debts were paid for the month of February 2004:

Directors Election:
A slat of three homeowners, Mr. Edwin Anierobi, Ms. Darice Hall, and Mr. Johnie Wright, was presented at the meeting for consideration for election to the Board of Directors. The members were provided ballots to vote for their choices for the three positions. 15 ballots were counted and the three afore mentioned members were elected to a three year term on the Board of Directors. Congratulations to these valued members.
Audit of Records:
The President reported that Ms. Janet Ramsey was conducting an audit of the records and will be completed by the next meeting.
The Landscape Project Committee:
No Report although a brief was presented by Dennis.
The Streetlight Committee report:
No Report although a brief was presented by Dennis.
The Neighborhood Watch/Directory Committee reported:
Darice reported that the delivery of the directory is almost complete. She has to deliver to about 12 addresses.
The Architecture and Restrictive Covenants Compliance Committee reported:
The Baldini?’s Fence and the Spencer?’s unauthorized improvements were explained to the homeowners and Dennis reported that he has sent a complete package to our attorney for consideration. Dennis also commented that litigation could cost anywhere up to $10,000 and a Special Assessment might be sent to the homeowners to cover the cost.
The floor was opened for discussions from Association Members who were present during the meeting. Several homeowners had comments about trash pick-up times and construction debris blowing around the neighborhood. Another homeowner had comments about the quality of work a builder provided and their difficulty with them providing warranty repairs.
A motion was made by Larry to adjourn and was seconded by Darice. The next meeting will be on April 6, 2004 at Dennies Roberts residence.
