Not aware of one so I found this offering of free sites for neighborhoods in the C-J editorial section last week that talked about neighborhood watch programs. Looks pretty appropriate and takes a lot of the startup work away from doing it from scratch. Anyone can update the pages, which is my hope but not mandatory. For instance, one of the newsletter staffers could post a copy in PDF form. It appears also that any neighbor can choose to post a personal, but not commercial, page of their own. Commercial pages will be automatically deleted by the hosts if posted.
