The Community Partnership For Promotion of Local Experience in Self-Government Program (CPP) is a 3-year project, funded by the US Agency for International Development, and implemented by the US/Ukraine Foundation with its Kyiv partner - Pylyp Orlyk Institute for Democracy.
During the three year project and within the CPP's framework, the mentioned self-government communities should cooperate in solving the following problems chosen for joint work. Areas of concern targeted are; development of the local economy, formation of a budget, housing and municipal services, public transportation, and encouraging citizens to participate in community work.
Recently, the US/Ukraine Foundation approved the Strategic Work Plan for Cherkassy/Des Moines Community Partnership Project. In this plan it was concluded that since the largest problems of Ukrainian economy are not within the power of the Partnership, the focus will be on local economy and activities that have the most potential for successful cooperation. The Action Committee has selected four focus areas:
1. Improvement of water quality.
2. Improvement of cooperation of the local government and citizens.
3. Employment and small business development.
4. Improvement of health care.
The members of the Action Committee have determined the City Development Mission to be as follows: 1) National, democratic and social revival of the City. 2) Creation of promotional conditions for activities of local government, businesses and community. 3) Development of the Partnership. 4) Raising the living standards of citizens by giving them opportunities to develop their skills, enrich their knowledge and observe their constitutional rights and freedoms.
This Mission was adopted at the Action Committee meetings in October 1999.
