WHO IS THE COLLINS VIEW NEIGHBORHOOD ASSOCIATION?

The Collins View Neighborhood Association (CVNA) is a community organization. Its purpose is to assist residents and businesses with community problems and opportunities, and to enhance the neighborhood livability by establishing and maintaining open lines of communication and liaison between neighbors, neighborhood institutions, government agencies and other neighborhoods.

A Board of Directors, elected annually, who guides the neighborhood association according to a set of bylaws established by the Neighborhood Association, governs the CVNA. The organization is self-funding, and has significant recognition under Portland’s system of city government.

HOW AM I HEARD?

1. If you request an item to be placed on the agenda, you may speak to that issue when the Chairperson recognizes you.
2. You may ask to be recognized by the Chairperson after he/she has opened the meeting for discussion.
3. If neighbors attending wish to vote, they can request that the Chair call for a Straw Vote of neighbors present, otherwise, only Board Member can vote.
4. As a member of the neighborhood, you are allowed to vote at elections at the annual meetings held in May of each year. This is a time when Directors to the Board are elected.

WHO ARE THE MEMBERS?

Membership in the CVNA is open to all residents, property owners, governmental agencies, business licensees and nonprofit organizations located within the boundaries of the neighborhood. Taylor’s Ferry Rd. roughly bound the area to the north, SW 8th Ave. to the west, Portland City limits to the south, and includes the Lewis and Clark College campus to the east.

HOW DO I BRING ISSUES TO THE ATTENTION OF THE BOARD?

The agenda is established each month. Any person may add an item to the agenda by submitting the item in writing to the Board of Directors or Board Chair at least seven (7) days in advance of the meeting. Verbal submissions by telephone or email are also welcome. Time is allotted at each meeting for new business.

CVNA has been a very active Neighborhood Association over the last several years, with many pressing issues. Typically, the agenda fills quickly with demands and issues from a variety of sources.

You are encouraged to bring issues to the attention of Committee Chairpersons, and Neighborhood Delegates. They can assist you in bringing the issues before the Board for its attention.
