Wet walls in Diamond Cove

Has anyone dug in their back yard for any reason along their back or side walls and noticed that the dirt is wet along the wall? If so, did you speak to your neighbor and try to find out why the dirt along the wall is always wet? The dirt on three sides of my back wall is constantly wet, although it's worst toward the back wall, and the city says it's not their water, nor is it the neighbors' water. But someone is wasting a lot of water and I am stuck with gnats and an increase in insects in my home because of the wet dirt/soil. My irrigation system has been off to the back yard for two years, physically cut off in two places, so there is no water from my system going to the back yard, nor is there any other source. My monthly water bill is from $42-$44, what it was at my former Peoria home for 17 years, so it's normal. Does anyone have any ideas? I have spoken with PRM, which says it's not their responsibility, the city, which says it's not their responsibility, and the neighbors, who say it's not their irrigation systems. Who then is responsible? The water isn't mine. It's obviously coming from somewhere. And it's a waste. Who is responsible for wasted water? The "water fairy"?
