The design is about 75% complete, and will be finished by the end of the year.
We will then move into acquisition of right-of-way, which will take about a
year. We should be ready for construction in 2010, but the big question mark is
if we can identify a funding source. Right now, we only have enough funding to
complete the design effort. We will be working to answer that question over the
next six months, and hopefully we won't see our schedule slip.
