Every year I get a notice that I am out of compliance for a dry lawn. But yet my next door neighbor NEVER waters their lawn, pulls weeds (there is one that is about 2 feet high!), etc.
I actually have the greenest lawn on the block and yet neighbors yards look horrid. They never fix any of their issues, why should I worry about a small (almost non existent) dry spot on the lawn??
