This month Senate Bill 1040 has been introduced by Senator Tom Wilde. This bill deals with the placement of potentially dangerous social services in our neighborhoods and provides for notification to neighbors and consequences for failing to be a safe and good neighbor. As many of you know, this issue grew out of our concern for our neighborhood when a home was placed here with five criminally insane men with violent crime backgrounds. The measure also deals with the prevention of too many facilities being placed in one neighborhood. The Buckman neighborhood is a prime example of a neighborhood that has had far too many placements. This bill needs everyone's support to succeed. The bill itself will be available shortly after it is introduced at http://landru.leg.state.or.us/. That site also has information about how to contact your legislators. Senator Wilde has suggested actual written letters to all Senators (not e-mails) from as many people as possible. In conjunction with the Foster Target Plan and Earth Day, watch in mid-April for a greening event along Foster Road. At this time FTAP is planning to have a commercial tree and residential tree planting, alternative landscaping focusing on the six blocks of Foster Road around the intersection at Holgate. There are also plans for a litter patrol to be done by high school students involved in the International Studies Course at Lincoln High School, and other area high school students. Since our last meeting, I am hearing a huge outcry against the OM Seafood store putting a restaurant on the vacant lot next to their store. I have notified the attorney of the number of calls I have been getting and have advised our land use chair, Ken Pliska, of the calls. Most of the calls I have heard have been about parking and blocking access to Powell from 76th Avenue. At the end of 76th you are forced to make a right turn into the public parking strip between the OM Seafood store and Powell Boulevard. The reports I am getting from neighbors is that they are very often unable to get through that public access because of delivery trucks parked in the public right-of-way. I have asked Mr. Pliska to follow through with the City to see if there is anything that can be done.

The web site offers links to community services, meeting notices, neighborhood news, classified advertising and the opportunity for you to create your own free web page. Meetings are always on the FIRST Tuesday of each month from 7:00 to 9:00 p.m. at the Southeast Civic Center (the former Masonic Lodge) at the 6401 S.E. Foster Road. The neighborhood boundaries are Foster Road, Powell Blvd., and
