Low Income Job Creation Program

Trying to obtain feedback from the low income neighborhoods in Columbus, if they feel a low income job creation program would help upgrade the low income neighborhoods by providing economic opportunity to the residents through jobs and by perhaps attracting business back into those neighborhoods. The idea is that the jobs would pay at minimum (plus) wages and be available to any one seeking work, from ages 18 on up. The question of health care coverage is still being examined. If the health coverage were not provided, then a $2.00 add-on to the hourly wage would be provided for compensation.
Are lack of jobs the problem in these low income neighborhoods? Have heard so much commentary on the fact that the poor are working, but at low paying jobs that are not sufficient.
Yet are there people in these low income neighborhoods seeking employment that can't find it?
Would a jobs program be helpful in these low income neighborhoods? Your feedback would be appreciated.
Need for Employment Options

There is a tremendous need to provide more employment opportunities in low income communities. Minimum wage is no longer sufficient to live properly. Ex-offenders are not allowed to live in andy government subsidized housing. This includes ex-offenders returning to families who are already in government housing. Harambee House is a community reintegration network which provides transistional and permanent housing for homeless ex-offenders.
