2006 - May Meeting Minutes

Michaelson Infill Subdivision

On Friday, May 5th at 6:00pm, a neighborhood meeting was held at the Station 88 (Vancouver Fire District 6701 NE 147th Avenue, Vancouver, WA 98682.) to discuss the proposed Michaelson infill subdivision. The meeting was held to satisfy the neighborhood meeting requirements for tier-2 infill developments per CCC 18.406.020(Q). Notice of the meeting was mailed on April 19th, 16 days prior to the meeting, to residents and property owners within 500 feet of the proposed development. Seven neighbors attended the meeting in addition to Samuel Moss and Steve Marsh, the planning and engineering consultants representing the project owner.

At the outset of the meeting, Samuel Moss, gave a brief introduction and passed out the County’s purpose statement for neighborhood meetings. Information packets were distributed which contained information specific to the proposed project as well as general information taken from the County’s website. Forms for written comments were also distributed. The floor was then opened up for public comment.

The first question brought up was about how the site would get access. It was explained that all access for the site would take all access from NE 80th Street. A second question brought up was about whether or not there would be a homeowners association. It was explained that it was the decision of the developer to have a homeowners association if they choose too but one was not required by the county. The third question brought up was about who would maintain the private driveways. It was explained that the private driveways would be maintained by the individual homeowners using the driveways. Another question asked was how the back lots would get access. It was explained that the back lots would get access through the use of shared driveways accessing NE 80th Street and no access will be allowed onto NE Ward road. A question of what type of trees were on the site and how many of them would be removed. It was related that there were few trees on the site and the trees would be saved if possible. It was asked when construction would begin on the site. It was related that the earliest construction would start is 10 months to a year from now. There was a question if the project would be widening NE 152nd Avenue west of the site. It was explained that the widening of NE 152nd would not be part of this project. Lastly it was asked if parking would be allowed along NE 80th Street. It was explained that NE 80th Street would be 28 feet of pavement with parking on both sides per county standards.

At the conclusion of the meeting it was related that the neighbors may contact Samuel Moss for any additional questions. Overall, the meeting was constructive and helped to ameliorate some of the concerns of neighbors, as well as to encourage conversation between neighbors and the developer.
