Jilayne and Jean shared some information about the over all progress of the newly formed Clark Parks District. Five parks have been completed, three are under construction and 13 are in the design phase.
Our own Oak Park is one of those in design phase. In this phase of the project the land is surveyed; Oak Park is 4 acres of fairly level land adjacent to wetlands (potential for water gathering) with some existing trees.
Next input is sought from the community. What is already in the area and not needed? What are priorities? Concerns? The comment form offers a palette of choices like play equipment, walking trails, irrigated lawns, etc. Capital budget and maintenance budget issues restrict this palette of choices (for example we could not get a swimming pool put in).
Once community comments are gathered the information is summarized and they move into the land review process which considers habitat, traffic, storm water, pedestrian access, etc.
All of these things are considered as the landscape architect develops several plans for community review at a public meeting. From this a conceptual plan is developed and submitted to the park review and advisory commission for approval as a master plan.
It takes approximately nine (9) months to get through this planning phase. Then the project is put out to bid and construction begins. Oak Park is slated for completion in Early Fall 2008.
