I purchased a home and have lived in the Highgate Springs neighborhood for just over 2 years. I did not know there was a neighborhood association. In the information section, it is stated that there are over 1,000 homes that fall under this neighborhood association. I am sure I am not the only resident in the neighborhood that did not know (and I'm sure many still don't know) that there is a neighborhood association. If residents do not know of your existence, we have no way of becoming involved and help our community, or even given the opportunity to accept or decline membership, nor are we able to know if there are any specific rules for our neighborhood. Throughout this page, it is stated "be a good neighbor", which from the people I've met, they seem to be good neighbors, but the neighborhood association does not seem to follow that same standard by not informing new neighbors of their existence. I found out about your existence by fluke when talking to a neighbor. I am sure I am not alone in the fact that I would like to know if there are any specific rules for the neighborhood and how they are enforced, but then again, how am I, as well as others, supposed to know if we are breakin the rules if we don't know they exist or know of your existence. I'm not trying to be rude, but just am at a loss due to lack of information.
