The project being proposed is to rezone forty acres located South of Bell Road bounded by 98th Street on the west and the alignment of 100th Street on the east. East of 100th Street, adjacent to the property is the Fairfield apartment complex, to the east and northeast is a town home community by Cachet Homes and a fifteen-acre commercial retail center by Sterling Development. On the west side of 98th Street is the proposed Catholic high school, Notre Dame. Immediately south is a community zoned R1-5 single family. Immediately north are two six-acre parcels adjacent to Bell Road, which are currently the subject of a zoning request to obtain S-R ESL zoning for nineteen professional office condominiums.
The existing zoning on the forty acres is R1-35 ESL PCD. The proposed zoning request is for R1-5 ESL PCD. This change is consistent with the General Plan and would provide an excellant transition from the edge of McDowell Mountain Ranch to the east, with the existing high-density apartments, town home project, and commercial shopping center.
The proposed request is planned to meet the requirements of the ESL overlay district. The plan has several existing desert desert washes which will be maintained in their natural condition and kept as Natural Area Open Space. These washes include unique vegetation and wildlife habitats, which will be protected from disruptive development and disturbed only where road or utility crossings need occur.
The proposed plan is sensitive to the view corridors of the McDowell Mountains and works to maintain these views from within the development. The lots will be oriented so as to take advantage of views and open space as much as possible. The clustering of homes and lots will benefit the Environmentally Sensitive Land and Natural Area Open Space and is in keeping with the ESL Ordinance.
The character of the plan is also sensitive to and in keeping with the character of the housing in nearby McDowell Mountain Ranch. The community CC&R's will be consistent with those imposed on McDowell Mountain Ranch.
