I appreciate your eagerness to immediately fix the numerous issues that your VOLUNTEER (no money or rewards, just our time) Board of Directors (BoD) have "stepped up to the plate" to try to correct. It appears that you are quick to judge (new BoD) and slow, if not completely at a standstill, at actually volunteering your time to do something positive to help our community. If you are seriously interested in helping us to make changes, then I invite you to volunteer your time in committee work or, better yet, show up at our annual meeting to seek election as a volunteer BoD member. I will gladly respond to questions and concerns, but will not waist any more time defending those of us who actually volunteer our time to make a difference.
Regarding your Apr 6 posting: ProComm has been directed (at an earlier meeting) to conduct all required inspections and provide the BoD with a list of all violations for our review and monitoring until resolved. The BoD does not conduct inspections since some may accuse us of giving preferential treatment to some and harassing others. In addition, we simply do not have the time it takes to inspect 713 homes...we all have full-time jobs and families that also deserve our time. We do, however, cruise our neighborhood and note any major problems that we would expect to see on the impartial inspections made by ProComm.
Regarding your Apr 7 posting: (this may also address your Apr. 6 posting) On the Saturdays of Apr. 22 and Apr. 29, you may have seen a group of youths and several adults cleaning our park, trimming tree limbs, replacing broken electrical outlet covers, and repairing damaged shingles on the roofs of the pavilion, pool shed, and pool house. This work was done voluntarily by all participants (living in and outside our community) to save our Association money! We could have easily spent well over $2,000.00 in Association funds to have contractors do the work for the Association. The project was organized on short notice (during one of those meetings you want us to stop having) in order to have the garbage ready for pickup by the city on March 31. We plan to have a community-wide cleanup of our park on Saturday, April 26, to fix the problems you observed and others that you did not. We will be getting the word out to the community requesting support...we look forward to having you there. Regarding park monitoring: We stop at the park each day to check on damage and observe any suspicious individuals/activity. Unfortunately, we can not post a cop or guard to provide 24 hour surveillance. As soon as we can afford it, and our community approves of it, we would like to install security cameras not only for the park, but for entry ways leading into and out of our subdivision. We have already begun to price the use of cameras (an issue we discussed at one of our meetings).
Regarding your Apr 8 posting: We understand excessive barking dogs is an issue. We have addressed that in our upcoming newsletter that should be at your mail box in a week or so. Article 11 of our Covenant addresses animals. We are positive some homeowners have more than two dogs and/or cats as allowed by our Covenants. The City code allows for five dogs and up to 10 cats. However, our Covenants are more restrictive and is the guide, unless changed, that we should follow. I am not sure if your issue is with homeowners who have barking dogs or with those who own more than two dogs that have not been the source of any complaints. We will be happy to receive your list of everyone in our Association who you have found to have more than two dogs and/or cats. Fortunately, the BoD is not able to go door-to-door to conduct an investigation ourselves. Following your investigation, please let us know what your recommendations are to immediately correct the "over the limit" issue. As for nuisance pets, you can contact ProComm to lodge a complaint. However, you may get faster results if you talk with your neighbor first, and if that does not work, then contact Code Compliance either by phone at 311 (within SA city limit) or via the internet (http://www.sanantonio.gov/sacr/).
I wish we could resolve all our issues over-night (without having meetings)...but unfortunately, it's not going to happen. All I can tell you is that we are doing the best we can because we do care...that is why we VOLUNTEERed to accept responsibilities as BoD.
