Lake Forest Neighborhood Association & CPO

Welcome To Our Neighborhood!



Our neighborhood covers nearly 612 acres and is located on the west side of Lake Grove. We are bordered by I-5 on the west, Kruse Way to the north, Boones Ferry to the east and the Railroad tracks to the south. 63% of our neighborhood lies within unincorporated Clackamas County, and the remaining 37% are in the City of Lake Oswego. We have a total of 1082 homes in our neighborhood. 279 of them are within the city limits of Lake Oswego and the remaining 803 homes are in unincorporated Clackamas County. We also have 22 lots containing multi-family housing and 59 lots (Kruse Way, Bangy Road and "The Gap") that are zoned commercial.

The Lake Forest Neighborhood Association and CPO represents the residents in our neighborhood by working with Clackamas County and the City of Lake Oswego to address many issues, particularly land use issues. Our neighborhood was platted in the 1920's and most homes were built by the 1950's. Fortunately, our neighborhood still maintains its unique "rural" feel with extra large lots; quiet, peaceful surroundings; narrow streets and abundant tall fir trees (and even a few roosters and peacocks, too!)

Except for some new residential developments, little has changed within our neighborhood since the 1950's, but a lot has changed around us. Once surrounded by farm land, meadows, homes and the sleepy little town of Lake Grove, we are now bordered by intense commercial development. According to a neighborhood survey conducted in 1997, a vast majority of residents want to protect our neighborhood from the pressures of commercial encroachment, while preserving the many wonderful qualities that residents of our neighborhood value and enjoy.

Our neighborhood offers many things to many people:
Safe and peaceful surroundings; beautiful parklike setting; good schools; affordable housing; people with diverse backgrounds and skills; convenient access to I-5 and nearby stores; friendly, helpful neighbors and an large number of dedicated voluneers in every area of our community (schools, city, neighborhoods, etc.) who contribute to the high quality of life we all enjoy.

Many people have lived here for well over 30 years! You can easily find 2nd and 3rd generation residents who have come back here to raise their own families. Needless to say, many feel very fortunate to live in such a great neighborhood and community!

**Activities In The Neighborhood**

Since 1997 our neighborhood has gathered together for our annual 4th of July parade! Each year it gets bigger and better with 100+ children and families from all over the neighborhood showing off their brightly decorated bikes, trikes, wagons, pets, strollers (and whatever someone's imagination might come up with). It has become a wonderful tradition that brings our neighbors together!

There are over 40 neighborhood residents who have gone through C.E.R.T. (Community Emergency Response Team) training. This 6 week training course is offered for free through the Lake Oswego Fire Department and helps people to prepare themselves and their families for an emergency or disaster, along with learning how to help others. Our neighborhood CERT members are working toward getting our neighborhood ready for a disaster (windstorm, earthquake, etc.) by storing first aid and search & rescue supplies at various places within the neighborhood as well as developing emergency plans. The Lake Oswego CERT steering committee is made up of CERT members from many neighborhoods and businesses, local ham operators and members of the L.O. Fire Department. Three of our neighbors are on the committee which is chaired by our very own Rebecca Maese, (which says something about our neighbors and their willingness to volunteer and be involved.) "Friends of Carman Drive" is a group of neighbors working to prevent Carman Drive from becoming the next Boones Ferry Road. They do not want to see any portion of Carman Drive re-zoned to commercial, and would like to have significant input regarding any future "improvements" to the street. About our association

The Lake Forest Neighborhood Association & CPO

The Lake Forest Neighborhood Association & CPO covers 612 acres and contains 1,082 households, 22 lots of multi-family housing and 59 commercial lots (Kruse Way, Bangy Road, "The Gap"). Anyone who is 18 years of age or older and either resides in and/or owns property; or is a designated representative of a business within the association's boundary is automatically considered a "member" of the association. We encourage all members to participate, it's a great way to get to know your neighbors and keep up with the "goings-on" in the neighborhood! (A list of streets within our association appears at the bottom of this page)

The role of a City Neighborhood Association and a County CPO is to... Recommend action, policy or comprehensive plan amendments to the City or County agencies on any matter affecting the livability of the neighborhood, including but not limited to: land use, zoning, housing, community facilities, human resources, social and recreational programs, traffic and transportation and environmental quality; assist the City and County in determining priority needs for the neighborhood and engage in comprehensive planning for the neighborhood.

About 37% of our neighborhood lies within the city limits of Lake Oswego (including Kruse Way), and the remaining 63% is in unicorporated Clackamas County as well as the Urban Services Boundary of the City of Lake Oswego. To be able to effectively represent all our residents we are a County CPO (Community Planning Organization) which gives us standing with the county and we are also a recognized city neighborhood association which gives us standing with the City of Lake Oswego.

Many residents have expressed an appreciation for our association because we have consistantly remained informed, active and ready to assist neighbors with their concerns. We have worked hard to establish and maintain positive relationships with Staff from the City of Lake Oswego and Clackamas County. It is because of these relationships that we are able to successfully address many of the issues that face our neighbors and neighborhood.

The neighborhood association is run by volunteers. The Board of Directors consists of 10 people; 4 officers (chair, vice-chair, secretary, tresurer) and 6 additional board members from throughout the neighborhood The officers are elected every year at the Spring general membership meeting. The next election will be on May 13, 2003. General membership meetings are held twice a year (Spring and Fall) and Board meetings are held 4 times a year. Notices for all neighborhood meetings are printed in the Lake Oswego Review. In addition, our block captains do their best to pass out flyers announcing meetings, special events, etc. to every household. You can now use this website to access information as well!
