I totally agree that a fair amount of people do not tend to their yards. It's unfortunate but happens. Whenever I see this while walking or driving (sometimes you can spot it down the block, it's that bad,) I always remember the house number and go to 311 for Mecklenburg county and report them, sometimes it takes a little while, but I think if more people were reporting the same houses it would get taken care of sooner because the homeowners can be fined. I just can't stand when there's a jungle on the sidewalk, now that's not just being a lazy homeowner it's being inconsiderate of people who have to walk through there.

Thanks for letting us know.  We try to to take note of homes that are not keeping up with the grass because it can be an eye sore to the community.  I'll take a drive down there and take note of the address and call it in.  There is a process through the management company that is followed.  One being that they will be fined and if they still don't take care of it, 311 will be called and they will fine them.  If it is 12 inches and they still do not comply, the City will come in and cut it and give them the bill.  Keep in mind, anyone can call 311 and report things like this.
