When you bought your new home, your builder should have given you a document titled "Memorial Springs Declaration of Covenents, Conditions and Restrictions" by Gehan Homes, LTD. as of October 6, 2000. Gehan is the neighborhood developer, head of the HOA, and has majority voting rights until 90% of the subdivision is sold. The Home Owners Association (aka. Principal Management Group, or PMG) collects $350/yr, due Jan. 1, from each home owner, to administer and enforce these rules, as well as maintain the community grounds and facilities. However, they are not obligated to do so in a timely manner. PMG also manages a web site, www.pmghouston.com, which they use to communicate one-way with homeowners. Every homeowner should have received a letter from PMG informing them of this web site and a numeric id to login. You will find that the web site is not very helpful, and doesn't allow two-way discussion groups. Also, it is not well maintained. This is the reason we created the Neighborhood Link web site, so home owners may have an unbiased forum to share their concerns, in good taste.

In late November, Wheeler & Associates (713-462-8906) collects approximately $900/yr from each home owner, via mortgage escrow, as "Annual Waste/Water Tax". This money pays Harris County WC&ID (HCWCID) No.119 to administer neighborhood trash pickup. Additionally, HCWID bills each home owner monthly for water, sewer, and NHCRWA.
HCWCID board meetings are held the second Monday of each month, at 5:30pm, at the building behind the fire station, just over the tracks from Old Louetta. Meetings are open to the public. However, to be heard, you must contact David Rowe, Vice President of Water District Management (WDM), at 281-376-5854, or email: wdmdrowe@pdq.net.

HCWCID anonymously contracted with Republic Waste Services of Texas, LTD, to begin trash pickup in early '2003, starting at 7am, every Monday and Thursday, except New Years, Memorial Day, Independence Day, or Labor Day, Thanksgiving Day or Christmas Day, or "Act of God". Next pickup after one of these days is the next regularly scheduled pickup day.
Trash containers must not exceed (35)gal. (to minimize back injuries), and/or trash must be in a plastic bag outside the container. They will not pull plastic bags out of a container in fear of needles. When shopping for a container, bear in mind that even Republic Waste could not locate any (35)gal. containers. The largest size they could find within their restrictions is (32)gal. Good luck getting your trash to fit in one or two of these containers, or keeping animals out of your plastic bags! This issue is currently under home owner criticizm, for obvious reasons, and lack of handicap assistance.
Recyclable items, except glass, are picked up in an (18)gal. bin, provided to each home owner by Republic Waste, only on Mondays.

The main purpose of this web site is to provide Memorial Springs residents and prospective buyers, a free forum to voice their concerns, as well as report on issues and events that are in any way related to the well being of this neighborhood. The site and it's management are the primary responsibity of the volunteer site leader(s) who control the security and content, and designated volunteer associates who assist in the posting of articles and maintenance. It is the intent of the site management, to build a completely functioning neighborhood repository, that can be passed to the next generation of site leaders, as membership grows to represent the majority of homeowners.
