Multi-County Clients Council

A tradition of advocacy and client education in Kentucky was formally established in 1977, incorporated on February 17, 1981,and filed its Restatement of Articles and Amendments, reflecting the change in name to the ''Multi-County Clients Council,'' and became a non-profit 501(c)(3) tax exempt organization in November 1982.

The Multi-County Clients (MCCC),located in Louisville, Kentucky, is a ''non-profit organization that address the needs and issues of low and moderate wealth people with respect to governmental benefits and services that they receive, as well as access to justice. MCCC focuses on education, training, networking and providing information to clients about these social service programs and informing them of their rights and responsibilities.

MCCC's members come from many different backgrounds and occupations and organizations. Our organizational affliaitions include,the NAACP, Coalition for the Advancement of Regional Transportation, {CART} Metropolitan Housing Coalition of Louisville, Ky. Region VI Chapter of Clients Council,Louisville Coalition of Neighborhoods[LCON], Making Connections-Louisville, ACORN,Louisiana Environmental Justice Community Organizations Coalition[LEJCOC], The American Veterans Association,The Legal Aid Society, ARM Communications[Advocacy,Research, Marketing] and other organizations that advocate for the social, civil, and basic rights of individuals, regardless of their socio-economic conditions. MCCC is a part of the National Organization of Client Advocates[NOCA]and it's Executive Director, George E. Lee, Jr., serves as Regional President, Region VI Chapter of Clients Council represents the following ten southern states; Alabama, Arkansas, Florida, Georgia, Kentucky, Louisiana, Mississippi, North and South Carolina, and Tennessee.

Purpose of Clients Council

1. To bring individuals and groups together to act as a unified voice for disadvantaged people, and to foster client-community empowerment to perform activities that benefit low-wealth members of our community.

2. To provide input into the Legal Aid Society's Board of Directors and to provide insight and directives in the establishment of program priorities and to develop an effective delivery system once the priorities are establish.

3. To become an ongoing independant advocacy group empowered with the capacity and capability of addressing specific isssues faced by the low-wealth Community.

4. (a) Facilitating more education of clients so clients have a better understanding of what Legal Services is all about. (b) Facilitating development and communication among clients and Legal Services
Managers in conjunction with development of leadership skills for client participants

5. MCCC is about equipping, activating, and promoting client empowerment in the programs and structures that impact their lives.


6. To work for legislative change at all levels.

Goals and Objectives of MCCC

1. To engage the Legal Services Program to work jointly with clients and their communities.

2. To develope a ''task-force'' capacity to research issues that affect the Client community.

3. To undertake legislative and administrative educational advocacy before political and regulatory agencies about issues that affect the Client community



MCCC looks forward to the day that those individuals and groups that have been traditionally marginalized, and historically underserved, can live, work, learn, and play in a society that is socially and economically just. And when all peoples regardless of age, color, disability, economic status, gender, national origin, religion, or sexual orientation are treated with equality, justice, and fairness.
