PPT is a group of your own neighbors. We are concerned that some scrape-offs and pop-tops are impacting negatively on the solar access and open space of other neighbors. We are working to find a balance between the development pressures on our neighborhood and the desire to retain the unique character of the neighborhood. We want to manage change, not prevent it, to sustain the livability, quality of life, and uniqueness of East Washington Park.

Thanks to the generous people at Neighborhood Link, this PPT Web site will serve to promote communication and awareness on the urgent issues effecting the character of our neighborhood. It will also facilitate volunteer and fund raising efforts.

PPT's Premise

  • East Wash Park has a special ambiance and character which is why people want to live here.
  • This ambiance and character is worth maintaining.
  • Expansion of homes needs to be allowed so that growing families can stay in the neighborhood.
  • Expansion needs to fit into the existing neighborhood.

    PPT's Vision
    Progress & Preservation . . . Together's vision is to retain the special ambience and character of East Washington Park. We believe our tree-lined streets and early 1900's architectural styles are worth saving. We value homeowners' right to build and add-on to their homes in ways that fit with the historic character of the neighborhood

    About PPT
    PPT has evolved from the initial concern of two people - Annette Couch and Terry Andrews. Over a period of time, they became aware of neighbor to neighbor conflicts that were occurring due to one neighbor building in ways that decreased their neighbor to the north's solar access. Neighbors were angry that zoning variances were being easily obtained that violated the Pop-Top Ordinance. Neighbors were concerned that scrape-offs were occurring at an alarming rate. The homes that replaced them were being built from lot line to lot line, again impacting solar access and open space.

    In June 1999, Annette and Terry brought neighbors together to discuss concerns regarding home expansion and maintaining the character of East Washington Park.

    Summer Meetings Held
    At that June meeting, neighbors aired their opinions. The group decided to have several meetings over the summer of 1999 to become educated regarding the tools available to maintain neighborhood character while expanding homes. We learned about overlay districts, neighborhood plans as complimentary to Denver's Comprehensive Plan and the Regional Metro 2020 plan, historic districts, and the Board of Adjustments granting of variances.

    Given the information learned over the summer, it became clear to Annette and Terry that no tool was perfect. But a possible solution might be the historic district designation. All other options were deeply flawed in trying to accomplish the basic premise of growth plus sustaining the livability of East Wash Park. The initial concern of two grew over the summer into a group. So PPT formed to explore in detail the viability of historic designation for EWP.

    PPT believes that EWP can have both progress and preservation. That it is not an either/or proposition. We also believe that as a neighborhood we need to do this together.
