I agree with the above posting.  Some of the postings to this problem are absolutely childish.  This is our neighborhood as it is yours, take some pride.   

RTR, I would recommend going there once and say something. The "not speaking English" sounded fishy to me, and the 2nd occurrence would invite a call to the police. Although considered a low-priority call (lower priority than actual crime), disturbing the peace is a bone-fide charge, and can result in law enforcement action taken against them if they refuse to cooperate. Also, it will be a wake up call to your noisy neighbor to just have the police come out. Unless you're the only one with property adjacent to them (highly doubt that in our neighborhood), they will not know YOU called the police unless you tell them yourself. The police will only say "we've received complaints about the noise", etc. Now if the allegation "I don't speak English" is true, they would have someone available to translate or they will locate someone to get their words across to the owner. This will make your noisy neighbor think twice the next time noise comes up-if someone gets noisy, they will tell their visitors or kids to quiet themselves.

The last time I checked its not the HOA responsibilty to control noise, so it's really not their place, and as far as Pizza goes...well look at some of the other posts from him, at least he's consistent.  I really believe him to be a teenage boy whose partents have somehow allowed him access to this site!  This neighborhood is going to s***, trash everywhere, crappy cars in driveways that don't run, fences faceing Trinity falling down, weeds everywhere, grass not mowed, trash cans left out for days(those are things HOA can do something about)  if you read your deed it will tell you what the ordinances are.  The subject of noise, well I never knew that not speaking the language to be a legitimate defense for being inconsiderate or violating a law(tell that to a cop if you get pulled over), if the kids are of scool age then they speak english, tell them to tell their parents you are going to call the police to inforce the cities noise ordinance if they don't stop.  I know it's about to get really bad because school is about to be out and frankly a lot of parents just don't care anymore!  I'm glad no one told me I was going to be a car theif because I didn't play basketball(IDIOT)!

 

The teen curfew only applies to being out in public space.  If they are at their own dwelling, the curfew would not apply.  Your best bet is to contact the police when the disturbance is happening.  As another member posted, the police will not say who made the complaint. However, if you have addressed it before, they will likely be able to put two and two together.
