Does any body know why a wood fence was put up long the Enclave? (I have a good idea).  The fence is already starting to sag and look really bad. This was a cheesy way for the developer to save money and piss on the foot of the owners in the Enclave. We paid a premium to live in these homes. The Arbor neighborhood builder/Developer seem to get it right over there. They have a solid wall all along the Parkway.

This never made sense, and ProComm has always been evasive on this issue and never answered to us, why and how they allowed this to happen. ProComm, Juanita Seekins and Lee Tompkins completely looked the other way on this. 

What I know.

Early 2006 construction the wood fence for phase III of the Enclave was started. At that time the developer owned most of the seats on the board. This gave the developer majority and the power at that time to control and fire ProComm. That's a logical reason as to why ProComm did nothing and said nothing, effectively and knowingly ruining on our neighborhood's look from Sonoma Parkway for years to come.

Q. Why didn't ProComm protect the integrity of our neighborhood and mandate that the fence be a solid wall like everywhere else?

A. They were in the developer's pocket and were not about to force him spend more of his $$$. He probably would have terminated their contract.

Q. Wasn't ProComm hired to protect the integrity of our neighborhoods?

A. Yes but, assuring and continuing their service contract outweighs what's right or important like, effectively do their job. (Thus keeping a wood fence from clashing with everything else)

I hear that developer has moved on and probably does not have, or, is in the process of relinquishing the majority rule. (Also it's clamp on the ProComm).

I think ProComm should dip into their profits from the hundreds of neighborhoods they have contracts with and pay for a solid wall and restore the integrity of the whole area.

I agree. If the wood fence was in the more expensive subdivisions of Sonoma Ranch, they would have already replaced it. It looks ugly and does not match the rest of the nice, painted stucco walls you see throughout Sonoma.  
I have submitted two letters now to ProComm asking for an explanation of why a wood fence was allowed and where the tens of thousands of dollars budgeted for landscaping are going.  Furthermore, I was told that homeowners are not allowed at the HOA board meetings.  When I delayed paying my HOA dues until a response was received, they sent me to collections.  I believe this kind of activity is called "extortion".

Living in this neighborhood & seeing it every day is a disappointment.  Yet I have to admit, when we purchased our home, we knew this "lesser" fence quality was what this meighborhood would have.  And yes, we knew it would eventually look unappealing -- maybe not as soon as it has.  That being said, do we have any way to petition for it to be revisited.  A non-wood fence would be awesome, but I presume unrealistic since there's no incentive for the builder or our property management folks to fork out the cost. 

What does it take to get it refinished or replaced?  I'd be happy to help lead an effort on behalf of the whole area --- regardless of where people live we all don't care for the look.

 P.S.  Lee actually lives in the Enclave, so I'd be interested in his comments given I would expect he has some personal pride in living in a well cared for neighborhood.  That exterior fencing doesn't seem like the Enclave homeowners care...
