MINUTES
OF THE BOARD OF DIRECTORS MEETING
March 19, 2002

The March monthly meeting of the Board of Directors was held at the home of Bob and Tammy Remer, 602 Valencia Park Drive. Present at the meeting were the following Board members: Jim Wooldridge, Robynanne Cash-Howard, Angelo Resciniti, Mark Johnis, and Bob Remer. Non-Board residents attending were Tammy Remer and Dee Gambrell.

Welcome

Jim welcomed members of the Board and community and called the meeting to order at 7:03 pm.

Certification and Acceptance of Minutes of Last Board Meeting

Angelo: Moved to accept the February, 2002 Board of Directors meeting minutes. Jim seconded the motion to accept the minutes into the official Record. The motion passed unopposed.

Treasurer’s Report

Discussion…Financial Report…
Bob: In the current report, it was not clear that our insurance has been paid. Upon inspection of the cancelled check list, it appears that the insurance was paid on 2-7-02. It was not listed as an expense for the month of February.
Board: General discussion about this issue. Bob will discuss with Vanguard the removal of this payment of $1,188.57 from the Assets Page and place it as an expense under the month it was paid.
Angelo: Did we approve this insurance payment last calendar year for distribution in February 2002? Yes, we did discuss and approve the payment.
Board: When the next insurance bill arrives next December, we will discuss the issue before making payment.
Discussion…Delinquency Report…
Bob: On 3-14-02, an attorney letter was sent to the Gambrell residence, 408 VPD, demanding payment of $175.90 and $50.00 for the attorney letter. They have 15 days to pay the $225.90 before a lien is placed on their property.
Bob: The property at 426 Henderson is now owned by H.U.D., so a second letter was sent to them requesting a payment of $125.33.

Social Committee Report

Robynanne: Thanks to our corporate sponsors: Cracker Barrel, Publix, Schwan’s, and McDonalds. We had 59 children involved in the Easter Egg Hunt and all the games and activities. Thanks to all the volunteers who spoke to sponsors, helped hide the eggs, and supervise the games. Special thanks goes to Angelo Resciniti and Eric Vician for their role in preparing for the softball game, which was enjoyed by the older kids and adults.
Board: General discussion about this event, other past events, and the possibility of a summer cookout and softball game. Some of the people playing softball attended their first ever event, even though they have lived here for several years. That is a very positive development for our community spirit. Maybe we can have a regular softball game, say once a month or once a quarter.

Architectural Control Committee and Deed Restriction Violations Update

Jim: No new ACC applications.
Robynanne: The car parked in the driveway at the Barrett residence, 712 VWC, is clearly abandoned, with flat tires and cobwebs covering it. No notice has been sent yet, but will be this month.
Jim: Mark, please email a copy of the Documents to Wooldridge, Taylor, and Gambrell.

Old / Ongoing Agenda Items

Traffic Calming…
Angelo: Speed humps were approved on 2-26-02. The street has been marked and signs will be posted soon. They should be installed before the next monthly meeting.


2002 Mini-Grant…
Jim: The County has approved $977.45 for the “West Entrance Sign”, the “Community Information Signs”, and “Painting of Mailbox Posts”. Jim recently signed the papers, and the next step is to meet with the vendors.
Jim: Explained the mini-grant program to the audience.
Angelo: Will arrange with Jim to order the “Community Information Signs”.
Board: General discussion about the implementation of the “Painting of Mailbox Posts”. We will send out a flyer on April 15th asking residents to clean their mailbox posts with a bleach solution by April 27th. We will then clean the overlooked ones on April 27th. The following Saturday, May 4th, we will paint the mailbox posts. We will meet at Jim’s house at 9:00 am for both events.
Sprinkler System…
Jim: Our sprinkler system inspection and repair day on 3-9-02 yielded one zone that would not turn on.
Mark: Will call Westfield and ask for the name of the contractor who installed our system. They may know where our zone solenoids were buried.
Neighborhood Watch Test…
Jim: Was conducted on Sunday, 3-9-02, at 5:00 pm. It was publicized and explained in the last Newsletter. One block was completed quickly, while the others responded in short order. Only the 500 block was slow to finish, and in fact did not get completed.
Mark: Angelo, please write a short article for the next newsletter about the results of this test.
Angelo: Will do. Also the Trott residence, 610 VPD, has changed their phone number to 215-6173. Will email around a revised phone chain list to the Board members.
Stormwater Inspection…
Jim: Follow-up on the $250.00 bill we received for the SWFTMUD inspection by Brooks and Amaden (hired by Westfield on our behalf, but without our consent). A letter has been sent to SWFTMUD to let them know that they need to send the next inspection request to Valencia, and not Westfield. Called Westfield and informed them that we will not be paying the $250.00 bill.
Board: General discussion about this issue. Since this inspection is done on schedule every 18 months, we will need to budget for hiring a company ourselves to do the next inspection.

New Agenda Items:

Jim: The home at 704 VWC has a contract pending for $143,000.00.
Jim: We now have the new County Directory of Services. Thanks to Robynanne for picking them up downtown.
Robynanne: Thanks to the nice people at the County office that handles distribution of the Directory. They had a whole box ready for her at the loading dock downstairs.
Robynanne: Will distribute the Directories to the residents in the next few days.

Roundtable Discussion

Jim: Our form letters will be reviewed by Angelo, corrected, and then presented at the next Board Meeting.
Mark: Nothing to add.
Angelo: Went to the website distributed by Jim, http://www.neighborhoodlink.com/. Found our neighborhood listed there. We can register if we want to for free.
Jim: Will resister us for our own free website.
Mark: Will email our current newsletter to Jim so he can convert it to an acrobat file and post it on this website.
Angelo: Thanks to all for participating in the Neighborhood Watch Test. Maybe we can do this on a regular basis. Shared the current issue of “On Our Pond”. The next Seffner Community Council Meeting will be held on 3-21-02, and a special guest speaker will be there. John McGee, with the County, mailed us a packet of pamphlets detailing native aquatic plants. He said we could give this packet to our landscape contractor.
Robynanne: Nothing to add.
Bob: There has been massive damage done to our Valencia sign at the front entrance. It appears that rocks have been thrown at the sign, which is made of a material similar to Styrofoam.
Jim: We can fill the holes and paint the sign. It should look fine after that.
Dee: Landscaping timbers have split. Can they be replaced by another type of material? Yes.
Tammy: Nothing to add.

Angelo: Motioned to adjourn the meeting at 8:23 pm. Robynanne seconded and the motion passed unopposed.
