Waterford Civic Association
Waterford is a 203-home neighborhood built in the suburbs of Richmond, Virginia. It is located off Church Road in the premier Far West End of Henrico County. The Waterford Civic Association is an active, voluntary homeowners association which maintains the front entrance, publishes the
bi-monthly Waterford Ways newsletter, and holds frequent social activities for members. It also coordinates a neighborhood watch program for the
safety of residents and publishes a telephone directory for members.
Members of the Association pay a nominal fee of $35 a year to cover these services. Waterford is served by the following public schools: Gayton
Elementary School, Pocahontas Middle School, and Godwin High School. There are also many parks, hospitals, libraries, recreational facilities,
restaurants, and shopping centers nearby.

The following information is provided to give Waterford residents a better understanding of how the Civic Association and dues assessments benefit your family and neighborhood. Annual dues are $35 payable to Waterford Civic Association —hand deliver or mail to treasurer Jerry Chrzaszcz at 2829 Waterford Way East.
Front Entrance: Property Maintenance & Capital Improvements
About 54% of the annual budget is used to pay for the maintenance costs of the entrance. Currently, Waterford employs a professional service to mow the grass surrounding the front entrance islands. There are various capital improvements that are made each year such as: planting of flowers, plants, and shrubs. Each spring, all of the beds are mulched to protect our landscape investments. The sign and sprinkler system are additional expenses within this budget.
Utilities: Water and Electric
Approximately 5% of the Association’s budget is used to cover utilities expense: water and electric for the front entrance.
Newsletter, Liability Insurance, and Miscellaneous
Approximately 15% of the Association’s budget is used to cover expenses for the newsletter, liability insurance, and miscellaneous expenses. The bimonthly newsletter contains business and social news concerning our neighborhood. Waterford is required to carry liability insurance to protect Association members from liability lawsuits. Miscellaneous expenses include corporation filing fees, mailings, and photocopies.
Community Relations
The annual events described below are sponsored by the Civic Association. If you are new to the neighborhood, be sure to join us-you’ll be glad you did! About 26% of the budget is used to fund the events. A small fee is sometimes required for some of the events for 2 reasons: 1) To stay within the allocated budget while providing you with improved events; 2) To keep the community relations budget a small part of the total budget in order to maintain fairness for residents who are association members but choose not to participate in the social events.
September: Annual Family Picnic and Meeting: Waterford families gather for a picnic dinner and to enjoy planned activities. A once-a-year subdivision business meeting is conducted.
October: Halloween Party: Every October finds the children of Waterford dressed in costume for a Halloween party. Activities include costume contest, creative cookie decorating contest, games, and a cupcake walk.
December: Santa Walk and Christmas Caroling: During the annual Santa walk, Santa’s helpers collect canned good for charity, while Santa himself hands out candy canes. Also, all residents are invited to join in the Christmas caroling followed by an outside hot cocoa reception.
April: Easter Egg Hunt: Mr. Bunny arrives to greet the children after an Easter Egg Hunt, usually held at Deep Run Park.
