Whispering Pines Homeowners Association

yesterday 9/1 my ac stoped working and my lights flicker and the tvs will turn off by themselfs. I called jea for help. they sent out a tech and found nothing wrong with thier transformer or the power meter. He said that 1/3 of the power isn't getting to the house from the transformer, and that jea doesn't own or take responsibity for that line. So I called thompson electric to replace the line asap, he couldn't get a new line untill 9/4 due to the holiday weekend but he also couldn't do anything until HOA and or the other owners of my unit gave permission. so whom do I need get this fixed I tried calling hoa but they arn't open this weekend either. I've left messages and I really need some answers so I can get my house fixed.
