We make exceptions all the time. On Derby, cars are parked differently because of parties, etc. I think Bellemeade was just fine over July 4th. In fact, I've only heard of only two complaints from the entire neighborhood.
Regarding seatbelts, even if I was wearing one and your SUV hit me, there would still be an ambulance picking up pieces - so it's the same. I just don't like my own choice being taken away.
Two? There are more than two people lodging complaints on here and in my block. But, I can see right now that it is useless to debate this issue with people who propose anarchy. Too bad you don't understand that ours is supposed to be a government of law and not of men. One day one of somebody elses exception will bite you in the butt and you will have no choice other than to just accept it as an exception. Oh well ...
